About Us

Resilient Land and Water, LLC, was established in 2021 by David Murphy, a longtime resident of Connecticut, with a diverse portfolio of engineering and resilience projects throughout New England. David started the firm in hopes of focusing on environmental and engineering projects throughout the northeast, where he could capitalize on the many relationships he had created over the years. We are also proud to be a certified small business.

David Murphy, PE, CFM

Principal

David earned his B.S. from Cornell University and his M.S. in Hydrology from the University of Arizona. David is also a Licensed Professional Engineer (PE) in Connecticut, and is a Certified Floodplain Manager (CFM). 

In his 30 years as a consultant, David has worked with a myriad of clients including state  agencies, municipalities throughout the northeast, water utility companies,  and many private and semi-private organizations. His experience ranges from water supply planning, permitting, and planning efforts including watershed management, community resilience, hazard mitigation, and master plans. 

Victoria Vetre, CFM

Senior Environmental Planner

Victoria graduated from Southern Connecticut State University with a B.S. in Biology, and from the University of New Haven with a M.S. in Environmental Science. While studying at UNH her thesis focused on developing a GIS model to identify suitable locations for living shoreline applications along the Connecticut shoreline. Victoria also earned a GIS certificate from UNH and is a Certified Floodplain Manager (CFM).

Since beginning her professional career, Victoria has worked on a variety of projects with both private and and public organizations. She has worked on hazard mitigation plans, community resilience plans, POCDs, and statewide and regional resilience planning efforts, such as Phase II of Resilient Connecticut. 

Scott Bighinatti, CFM

Senior Consultant

Scott earned his B.S. and M.S. in Natural Resources from the University of Connecticut while concentrating in water resources management. Over his 20-year professional career, Scott has assisted municipal, utility, state, and private clients with utility planning, water supply permitting, new source development, hydrology and hydrogeology, hazard mitigation and risk assessment, environmental impact assessment, and floodplain management.  


Scott is a founding member of the Connecticut Association of Flood Managers (CAFM) and is also active in the Connecticut Section of the American Water Works Association (CTAWWA).  He is also a Certified Floodplain Manager (CFM).
